Digital Signature Certificates for Foreigners and Non Resident Indian’s (NRI's)


Citizens of other countries and/ or their organisations, as well as Indian nationals overseas, are eligible to apply for a digital signature certificate in India to conduct secure online transactions in the country. Class 3 DSCs are accepted for all the above-mentioned end user applications as they are the highest class of digital signature certificate. All end user applications in India, especially online tendering, which mandate the encryption feature in the DSC also require the end user to hold a pair of certificates - one each for signing and encryption.

Step By Step Process for foreigners and NRI's to apply online for a digital signature certificate in India.

a) Visit https://www.esign.in

b) Buy and apply for a Class 3 digital signature certificate with a validity of two years . The certificate can be registered in the name of the company or an individual depending on the requirements. Alternatively, buyers can apply for the class of certificate which is required for a particular end user application such as filing online tenders , filing income tax returns, filing documents with ministry of company affairs etc., If you still are unsure which digital signature certificate you require, you can use the digital signature certificate selection wizard and complete the shopping.

c) At Esign we constantly update the digital signature certificate selection wizard with information on new end user applications that have been enabled for digital signature certificates. d) Complete the online shopping process by registering and making the payment online. Our payment gateway is developed to accept international Visa, MasterCard and American Express credit cards. You may also pay by SWIFT (wire transfer) directly to our bank account in India. e) On making the payment by one of the above-mentioned modes, you will receive the relevant application form/s by email. You have to fill the form and send it to us, by courier or speed post, along with the necessary supporting documents. We need the physical application form and the documents at are Mumbai office, well in advance.

How to complete your digital signature certificate application and ensure that it is error free?

1) Class 2 (Individual Certificate either Signing or Signing & Encryption Type).

List of required documents:
a. Application form for class 2 DSC: This can be filled and printed using Adobe Acrobat reader version 11 or higher.
b. A photograph of the applicant has to be stuck in the space provided on the application form. The photograph has to be signed such that half the signature should be on the photograph and the other half on the application form. A CD marker pen works best for this.
c. Identity proof: The applicant must provide a self-signed copy of an identity proof document. The copy of the identity proof document must be attested as a certified copy by a local notary public or from the Indian Consulate / High Commission in your country.

Listed are the documents accepted as a photo ID proof. Buyers can provide a self-attested and notarised as certified copy of one of the following)

• Passport
• Indian Income Tax PAN Card
• Driver’s License
• Copy of Bank Account Passbook containing the photograph and signed by an individual with attestation by the concerned Bank official
• Photo ID card issued by the Indian Ministry of Home Affairs of Centre/State Governments
• Any government issued photo ID card bearing the signature of the individual
d. Address proof: The applicant must submit an address proof document. The copy has to be signed by the applicant as well as attested as a certified copy by a local notary or from the Indian Consulate / High Commission in your country.

Listed are the documents accepted as address proof. Buyers can provide a self-attested and notarised as certified copy of one of the following
• Telephone bill in the name of the applicant
• Electricity bill in the name of the applicant
• Bank statement in the name of the applicant. It has to be attested by the bank
• Driver’s License (if it shows your address)

• Water Bill (showing address)
• Gas Connection documents
• Voter ID card
• Tax registration certificate

e. Invoice Copy/ Proforma Invoice Copy: As generated from the Esign system and sent to the applicant by email.

f. Payment instrument (DD/ banker's check) or wire transfer (SWIFT) transaction copy, if online payment was not made successfully.

g. Courier address: The address at which you would like to receive the digital signature certificate kit, along with a telephone number and a contact person's name to whose attention it needs to be sent.

2) Class 2 (Organization / company type digital signature either signing or signing and encryption type)

Note: Though this kind of certificate is called company type/ organisation type it is issued to an individual who wishes to transact as a representative of the organisation / company. All digital signature certificates issued in India are in the name of an individual first, and cross linked to the organization/company. See screen shot below.


List of d ocuments:

• Class 2 application form (organization type). This can be filled and printed using Adobe Acrobat reader version 11 or higher.

• A photograph of the applicant has to be stuck in the space provided on the application form. The photograph has to be signed such that half the signature should be on the photograph and the other half on the application form. A CD marker pen works best for this.

a) Identity proof: The applicant must provide a self-signed copy of an identity proof document. The copy of the identity proof document must be attested as a certified copy by a local notary public or from the Indian Consulate / High Commission in your country .

Listed are the documents acceptable as photo ID proof .Applicants have to provide a self-attested and notarised copy of the following:

• Passport
• Indian Income Tax PAN Card
• Driver’s License
• Bank statement in the name of the applicant. It has to be attested by the bank

b) Address proof: The applicant must self-sign the Xerox copy of the address proof that is attached. Also, the identity proof Xerox copy must be attested by a local notary public or from the Indian Consulate / High Commission in your country, as a certified copy.

e) Payment instrument (DD/ banker's check) or wire transfer (SWIFT) transaction copy, if online payment was not made successfully.

f) Courier address: The address at which you would like to receive the digital signature certificate kit, along with a telephone number and a contact person's name to whose attention it needs to be sent.

Steps to be followed after completing the documentation:

Email the documents to us for a pre-dispatch check at support@esign.in along with your order number. Our customer service executive will go through the documents and may request some changes if any document/s is incomplete or incorrect. Await confirmation from us that all the documents are in order.

Send the approved set of documents to us (preferably by courier) at the below-mentioned address for processing. Send courier details such as airway bill or tracking ID to support@esign.in so we anticipate the delivery and continue the process.

What happens next?
Once we receive your documents, they are  sent to office of the Certifying Authority for issuance of the digital signature certificate.
This process takes a maximum of three days. On completing the processing, we send you the digital signature certificate loaded onto a USB cryptographic token . The kit also contains a CD containing drivers to install the certificate on any number of PC's from which you would like to transact.

When would you receive it?
Depending on the destination, we ship the kit by air courier or speed post as promptly as we receive approval for the digital signature certificate from the Certifying Authority. However, we cannot predict transit delays, beyond our control.
